Where is the best place to buy older Theme Decks / Precons?
Older sets I bet ebay would have the best prices. Not sure of other sites. Very interested in alternatives as well.

eBay is definitely up there. If you’re looking at using a commercial site, the two with the best variety are probably Channel Fireball and Troll and Toad. There aren’t a lot of sites that carry a good stock of them, alas…
Is there some place online that would allow you to pre-order future theme decks for a cheaper price?
Good question! Most of the major commercial sites do this, allowing you to preorder for cheap. Once it begins to approach release, check places like Star City Games, Channel Fireball, Troll and Toad, Cool Stuff Inc, and Card Kingdom to see who has the best deal.
